About the course
Advancing Accountable Resource Governance in Asia Pacific is an annual course jointly convened by the Natural Resource Governance Institute and Gadjah Mada University’s Department of Politics and Government (PolGov). Held since 2013, this course has represented a unique training for key actors involved in resource governance in their countries.
It is specially designed for participants from various backgrounds, including those from the government, civil society, academia, media, legislature, state-owned enterprises, the private sector and local communities. During the course, participants will be exposed to the challenges surrounding the oil, gas and mining industries, and engage in interactive learning and comprehensive discussions with one another on the strategies that could be implemented in their respective countries. The course will also cover discussions around subnational resource governance and understanding the challenges of promoting transparency and accountability in resource-rich areas.

In its sixth edition, the course will be again delivered by experts from all over the world with years of experience in the extractives sector. This intermediate-level course will be suitable for professionals and mid-level managers seeking to enhance their capacity with regard to their work in resource governance, especially on the extractives decision chain, sustainable development and best practices that are implemented in other countries.
Applicants from Cambodia, Indonesia, Mongolia, Myanmar, Philippines, Timor-Leste and Vietnam are especially encouraged to apply. However, potential participants from other countries that are part of or outside the Asia-Pacific region are welcome to apply, as well.
In this year’s edition, the curriculum has been redesigned. It will include topics such as:

Fees
Course fee is USD 1,500 inclusive of tuition, course booklet, local transportation (airport pick and drop, and field trip), meals and accommodation (twin-sharing room) during the course. The fee does not include visa fees or return travel expenses from participant’s location.
Scholarships
Ten full scholarships are offered on a highly competitive basis to participants from the priority countries mentioned above. These scholarships cover the course fee, visa cost and return airfare.

- Business and geological considerations of extracting resources
- Social and environmental concerns with regard to oil, gas and mining activities
- Legal and fiscal frameworks for resource governance best practice
- Macroeconomic framework and policy options for managing resources at the national and subnational levels
- State-owned enterprises and sovereign wealth funds: the direction of resource governance
- Options for resource revenue sharing between national and subnational governments
- Role of anticorruption authorities’ and citizens’ monitoring in preventing corruption in the extractives sector
- Post-extractivism: Reducing economic dependence on extraction
- Managing conflicts and citizen expectations with regard to oil, gas and mining extractions
- Civil society advocacy movements to ensure sustainability of the sector
Selection is competitive. Interested applicants must complete an application form and submit along with the following:
- Curriculum vitae
- Copy of passport
- Support/recommendation letter from supervisor
- A short introductory video (three minutes) or an essay (1,500 words) explaining your background, why the committee should choose you, and what contributions you can make to improve resource governance in your respective field after completing the course.
